To the observant visiting pilgrim, it is immediately apparent that the Seven Heavens themselves have a heaven. Although varying perhaps by the nature of each layer, it is generally agreed among the wise that the heavens of the heavens are shared by each layer, modified by the relative position of the observer.  Much else about them is debated.

As opposed to most prime material worlds, the stars of the celestial heavens appear much closer, brighter, and more fantastic.  Furthermore, strange and beautiful clouds, lights and more curious phenomenon are regularly observed, much more so than in most prime material worlds.  Constellations also tend to be much clearer, but also more complex.  The rotation of the Vault of Heaven is a complex matter of much scientific discussion.  In short, there appear to layers of the stars, and as it is generally agreed that the Holy Mountain itself is stationary, it is therefore taken that the stars and other celestial phenomenon rotate around the Mountain.  Of course, the relativity of the plane, especially between layers and the power the gods over their individual realms, much complicates this matter, but the wise commonly agree that the paths of all celestial objects around the Seven Mountains are organized in some great method and order, and are not a subject to chaos.

Most visitors observe seven "planets" in the celestial heavens, each representative of the seven layers of Mount Celestia, but when upon a given layer, that layer's planet cannot be observed.  For example, the moon cannot be observed on Lunia, nor is there a shining sun in Solania, although both permanently gleam with the light of both celestial objects as if they were present.

Summary: The second heaven, also called the Golden Heaven, is the armory and mustering ground of the Seven Heavens. It is here that the noblest of fighters take their eternal rest. Draco Paladin, also called Bahamut, is said to make his home here with his celestial court.

Mercuria is the layer that resembles most closely traditional prime material worlds.
